STANDARD OPERATING PROCEDURES Reference: P.L. 34-05
The Department of Military Affairs is a line agency of the Executive Branch. It performs necessary actions following government policies of the Office of the Governor, Bureau of Budget Management & Research, Department of Administration, Guam GSA, Office of the Attorney General, and Office of the Public Auditor.
10 GCA, Chapter 63 states that the Department of Military Affairs shall be responsible for the management of all elements of the Guam National Guard not in active service of the United States. The mandate authorizes the Government of Guam to maintain adequate armories, shops, ranges, and sites suitable for training, assembly, maintenance, storage, and other purposes as may be required for each unit of the Guam National Guard; such buildings and sites may be leased, constructed or financed out of territorial appropriation by cooperative agreements between the Government of Guam and the Federal government.
The Adjutant General of the Department of Military Affairs and the U.S. Property and Fiscal Officer are responsible for the execution of the Master Cooperative Agreement and other allowed projects to support the training and operations of their respective National Guard units. Policy and administrative procedures to be followed in the execution and funding are contained in the National Guard Regulations 5-1, National Guard Grants and Cooperative Agreements.
